Signal is the privacy-first encrypted messenger run by the Signal Foundation, a 501(c)(3) non-profit, together with Signal Messenger LLC. It was founded by Moxie Marlinspike with WhatsApp co-founder Brian Acton (whose initial 50-million-dollar loan funded it), and is now led by president Meredith Whittaker (since September 2022). Its Signal Protocol encryption is so trusted it is reused by WhatsApp, Google Messages and Messenger. In an April 2025 interview, Whittaker put Signal's monthly active users between 70 and 100 million.
The catch: Signal still makes a phone number mandatory, and it is unusually aggressive about rejecting VoIP and virtual numbers. This guide is based on a June 2026 review of Signal's official help and explains how to pass Signal's number checks reliably using SMS-Act's real carrier numbers.

Read first: two rules that decide whether Signal SMS works in 2026
- A phone number is mandatory — even with usernames. Signal's identifier is your number. The usernames feature it launched in February 2024 does not remove this: Signal explicitly says you still need a phone number to sign up. Usernames only let people add you without seeing your number.
- Signal filters VoIP / virtual numbers. Codes to virtual or shared numbers frequently arrive late, never arrive, or get rejected as invalid. You need a real carrier number — which is exactly what SMS-Act provides.
1. Signal registration requirements & key 2026 facts
A phone number is required — there is no email-only signup
Unlike many apps, Signal has no "sign up with email" path. A working phone number is the unique identifier for every account, and during setup Signal sends a code to that number by SMS or an automated voice call. Signal blocks VoIP / virtual numbers
Signal does not publish a blocklist, but it requires a number that can receive an ordinary (non-encrypted) SMS or call, and in practice its filtering rejects internet-based numbers. A widely cited Intercept test found that registering with a Google Voice number failed outright — the reporter only succeeded by using a real line. This is the root cause of most failed Signal registrations: free or shared VoIP numbers get silently dropped.
One number, one account
Signal binds one account to one phone number. Re-registering the same number on another device moves the account to that device. For multiple accounts you need a separate real number for each.

Since pricing is uniform, a UK or Netherlands number is the safest default. If one country stalls, refund and switch.
4. Step-by-step: register Signal with SMS-Act
Step 1 — Create & top up your SMS-Act account (~2 min)
- Go to SMS-Act, sign up with email + password and verify.
- Top up via Stripe; because Signal is number-sensitive, load at least 3 attempts' worth (24 credits) so you can retry.
Step 2 — Select the Signal service & country (~1 min)

- Copy the digits and enter them in Signal.
- No SMS after ~2 minutes? Use Signal's "Call me instead" to get the code by voice.
- Still nothing after 3 minutes? Cancel the number → credits auto-refund → get a new number in another country.
Step 5 — ⚠️ Most important: lock down the account immediately (~3 min)
The temporary number will be recycled, so right after registering:
- Set a Signal PIN (Settings → Account → Signal PIN).
- Turn on Registration Lock (Settings → Account → Registration Lock) so nobody can re-register your number without your PIN.
- Set a username and review phone-number privacy so your number is hidden and contacts reach you by username.
- Note your safety number / recovery details for your own records.
After this, your contacts interact with your username, and the temporary number is never exposed. Skipping the PIN + Registration Lock step is the #1 way temporary-number accounts get taken over.
5. Code not arriving? Causes & fixes
Signal rarely shows a specific error code, so diagnose by symptom:
